Her introduction was firstly by code (CV03) and her existence was made known during the Kagamine original release promotions. Due to reasons, the voicebank was delayed and the plans for "Hatsune Miku" changed, becoming a different Vocaloid entirely. Luka's provider was selected from a list of several candidates. The reason for a bilingual Japanese and English vocal was to break the restrictions set by katakana-English, which was noted for its tendency to sound off. Results may be rougher than VOCALOID4 XSY vocals for that reason.Planning began in early 2007, and was devised immediately after Yamaha announced their VOCALOID2 engine, and a bilingual vocal which was originally going to be called "Hatsune Miku".

In November 2011, a cover of the song " Tori no Uta", one of Lia's most acclaimed original songs, was released. The company did not want to make IA fit into the existing VOCALOID market, and decided to aim for a separate market instead. ġst Place entered production when VOCALOID3 was in place. Lia had heard of Hatsune Miku, but was unfamiliar with the VOCALOID software. Because of this, production began on IA as a way to "stand in" as a substitute during the singer's absence.

When Lia got married and became pregnant in 2009, she was forced to put her career on hiatus.
